go to run and type "msconfig" then hit enter after that go to "Boot tab " and check the "safe mode" option.
or By continuous pressing F8 button while system is restarting.

Apart from above options suggested by Ganga Sager, you can use command prompt to start System in Safe Mode.
Go to Command prompt and Type any of below command based on your requirement.
Safe Mode: bcdedit /set {default} safeboot minimal
OR
Safe Mode with Networking: bcdedit /set {default} safeboot network
OR
Safe Mode with Command Prompt: bcdedit /set {default} safeboot minimal
bcdedit /set {default} safebootalternateshell yes

If you need to reboot in Safe Mode frequently and don't want to type command every time, you can create its shortcut. Right-click on your desktop, select New > Shortcut. In the Location field, copy paste the following path:
C:\Windows\System32\msconfig.exe -2
Alternatively, you can download and use a simple .exe utility called BootSafe.
